NCSL Board of Directors Meeting

Ray Greenberg called the meeting to order at 7:30PM.
Roll Call indicated the following clubs were not in attendance: Braddock Road, Calvert, Crofton, Damascus, Freedom, Montgomery, NVSC, Seneca, Sterling, and Thunder.
Seeing and hearing no objections, Ray Greenberg asked the board to accept the August 26, 2010 minutes. The minutes were approved.
NCSL Commissioners:
Maryland-Claire Filemyr- the dates for the New Club Administers and the PCA meetings for spring have been put on the website.
Virginia-Maureen Dalbec- no report.
Rules & Discipline- Barry Finkelstein- Written report is available for club reps. The issues are about the same this year, R&D had very few meetings. Cards are also about the same, but cards for coaches are increasing. Significant issues are down.
Administrator-Kathleen Sessions- We had great weather this season. Trophies are ordered and on the way, all games are done. Packets for fee forms are available. For the MD teams that did not play in the fall, but registered, the state fee is listed on your form. This is the last season in MD that NCSL will pay team state fee. Next fall the MD clubs will be billed directly by the state for their travel teams.
We are moving to electronically submitted high school information forms for structure purposes. Teams will log in to their team page; on the bottom of list is where the team form is for the structure committee. New teams will not have a team page so club reps will have the submit one for them. All the information will go into an excel spread sheet for the committee.
Treasurer-Anne Maynes- A balance sheet with a comparison with the previous year is provided for your perusal. As you can see, there is very little change.
President-Ray Greenberg- We have taken the STARS names off the web pages that are for public view. We will be able to view it administratively and you are still required to post the STAR names.
We had almost 500 referees registered for our online referee reports, but only 55 t0 60% were reported online. A number of glitches were found, and improvements were made. Good test season but we need to improve the reporting to 90 to 95%. Starting in January, we will be comparing game cards and find referees who did not file online. We will send them an email asking them to report games online for the spring.
Rules and Procedures Manual, if there is something that needs to be corrected or is not clear, please let me know.
We applied for a trademark, which took 6 or 7 months, but the NCSL logo is a service marked and cannot be used without our permission.
A goal safety booklet from VYSA was placed in each club reps packet. Please share it with teams and go over it in your club meetings.
Andy Schoka, our vice president, resigned last month. The NCSL wants to publicly thank him for his service. There is now this vacancy, if anyone is interested, please let Ray know.
New Clubs-Howard Kohn- Future Soccer Club has applied for membership in NCSL. A committee met with them. They do have a sufficient number of teams and fields. They serve an area not currently served, primarily Upper Marlboro, and have alliances with the recreational clubs in the area. A motion to accept Future Soccer Club was made and passed.
Put on your calendar, the VYSA workshop, January 21 and 22 in Crystal City.
